The Timber Legality Verification System (SVLK) that has been developed since 2003 through a multistakeholder process aims to ensure that timber and wood products in Indonesia come from verifiable legal sources. In addition, SVLK is also a tool for promoting legal timber to deal with illegal logging, which is also central to the partnership agreement between Indonesia and the European Union, called the Timber Legality Assurance System. Constraints in efforts to strengthen the SVLK, such as governance and government commitment in implementing the SVLK in full, have a direct effect on SVLK credibility and policy in Indonesia.
In the context of efforts to maintain the credibility of the SVLK, in September 2010 a Network of Independent Forestry Monitors (JPIK) was formed which was initiated by 29 civil society and indigenous peoples’ organizations spread in 21 provinces at that time which currently developed into 24 provinces. JPIK has a role in monitoring SVLK implementation, escorting access to public information disclosure, and increasing capacity. As Independent Monitoring (PI), now JPIK has played an important role in encouraging the process, development and improvement of SVLK standards, guidelines and rules, and actively participating in the FLEGT-VPA negotiation process with the European Union. In addition, in developing the sustainability of monitoring functions JPIK has added members and trained local / customary communities to be directly involved in monitoring the implementation of SVLK in the field.
During the JPIK trip to strengthen the SVLK, the difficulty of moving all JPIK members was still an obstacle for JPIK. Other constraints related to data disclosure, security assurance of PIs and access to monitoring have the opportunity to issue PermenLHK Number: P.30 / Menlhk / Setjen / PHPL.3 / 3/2016 concerning Performance Assessment of Sustainable Production Forest Management and Verification of Timber Legality for License Holders, Management Rights, or Forest Rights and Perdirjen PHPL Number: P.14 / PHPL / SET / 4/2016 Standards and Guidelines for Implementing Sustainable Production Forest Management (PHPL) Performance and Timber Legality Verification (VLK). Where access for PIs in obtaining data and information related to monitoring activities, security guarantees, as well as access to certain locations in relation to monitoring tasks has become the PI’s right in these rules.
Based on this, JPIK will hold a National Meeting (PERNAS) which is the highest forum in JPIK. JPIK National Examination is held by the National Dynamics every year by inviting Provincial Focal Points and representatives of members from each province (only 1 representative of each province agreed through the Provincial Meeting mechanism at the Provincial level).
